"Highway code rule 163". www.direct.gov.uk Yes, only a few minutes after first doing it (youtu.be this driver did the same poor overtaking manoeuvre. Possibly suggesting that it's not something they understand or that they don't care. Either way, questionable to hold a license.

This asshole honked me while I was waiting to make a right turn from Holland Road into Tyersall Avenue (video clip shows there were still oncoming traffic) and high-beamed me at 20:14:37 before overtaking me from the left, slammed his brakes, showed his middle finger and drive off.
